Last month a 60-person precision-parts manufacturer brought us two quotes for an internal order-scheduling system: a Taiwanese team at NT$1.8M over 6 months, and a Southeast Asian team at US$30,000 (about NT$960,000) over 5 months. The owner asked bluntly: "That's NT$840,000 apart. Why wouldn't I take the cheap one?"
Our answer wasn't "avoid offshore." It was: the maturity of the requirements document on your desk decides how much of that NT$840,000 survives. Here's a formula you can run yourself.
Five myths worth breaking first
- The hourly-rate gap is the total-cost gap. A quote covers coding hours only. What inflates cross-timezone projects is clarification, waiting and rework — none of which appear on the quote.
- Async communication solves timezone gaps. Async works only once the spec is frozen. While requirements move, a misunderstanding takes 1–2 business days to surface, giving you 2–3 correction cycles a week.
- Offshore is cheaper because the engineers are worse. Per the Accelerance 2026 Global Software Development Rates & Trends Guide, Asia runs roughly US$20–50/hr and senior European developers US$64–76/hr. The gap reflects local labour markets, not capability.
- Hiring a PM fixes it. A PM is a cost, not a cure. Coordination and documentation on cross-timezone projects typically consume 15–25% of total effort.
- Studies say outsourcing saves 15–30%, so offshore must be cheaper. The Deloitte Global Outsourcing Survey compares outsourcing with building in-house, not offshore with local. Using it for the latter answers a different question.
The framework: Effective Unit Cost (EUC)
Compress every hidden item into "what one hour of usable output actually costs you":
EUC = nominal hourly rate × (1 + rework rate) × (1 + communication factor) + internal management load per hour
- Communication factor (daily working-hour overlap): ≥6 hrs +5%; 3–5 hrs +15%; ≤2 hrs +30%
- Rework rate (requirements maturity): high (mockups + flowcharts + acceptance criteria) 10%; medium (feature list only) 25%; low (a verbal description) 45%. Add 20 percentage points for cross-timezone work, because slower correction cycles let errors compound.
- Management load: your internal owner's weekly hours × their hourly cost ÷ project hours that week. Roughly NT$60/hr local, NT$200/hr cross-timezone.
Running the opening case at high maturity: offshore 800 × 1.30 × 1.30 + 200 = NT$1,552; local 1,800 × 1.10 × 1.05 + 60 = NT$2,082. A 56% nominal gap collapses to 25%.
Thresholds: under 25% net difference, drop cross-timezone; 25–40%, only with a frozen spec split into independent modules; above 40% it is clearly worth it.

The third option people skip: a senior in-house engineer costs NT$70,000–95,000/month (see 104 salary data and the Ministry of Labor occupational wage survey), plus the employer's mandatory pension contribution of at least 6% of wages, insurance, equipment and recruiting — annual cost typically lands at 15–16× monthly salary.

- Days 1–30 — shrink the bet: freeze phase-one scope, open source-control and cloud accounts in your own name, agree a daily 2-hour sync window, produce bilingual specs and acceptance criteria. Award one module only.
- Days 31–60 — measure, don't trust: get the first running module into staging, run two acceptance rounds, and record the actual rework rate and clarification turnaround days. Feed them back into the EUC formula.
- Days 61–90 — recompute with real numbers: if the net difference falls under 25%, bring remaining modules local or switch to hybrid. Rehearse a full account and document handover to confirm you can get everything back.

FAQ
Is the offshore quote really half the price?
Nominal rates can genuinely be 40–60% lower. Once you add rework, timezone waiting, bilingual documentation, internal owner hours and withholding tax, the real net difference usually lands at 20–30%. Below 25%, the cross-border risk isn't worth it.
Everyone speaks English — isn't that enough?
Language isn't the bottleneck; correction-cycle speed is. The same misunderstanding is fixed the same afternoon locally and takes 1–2 business days across timezones — 15–25 lost business days over six months.
Can we make the vendor absorb the 20% withholding?
It's negotiable, but the contract must state whether the price is gross or net of tax. Most offshore vendors quote net, meaning you need roughly 20% extra cash. If part of the service is performed outside Taiwan or costs can be deducted, have an accountant apply for a ruling rather than deciding unilaterally.
How do you split a hybrid team so neither side blames the other?
Interface versus implementation: the local team owns the data model, API contract and acceptance criteria; the offshore team implements to that contract. Disputes are settled against the contract, not against someone's memory of a meeting.
