On September 25, 2026, Jared Spataro, Microsoft's CMO for AI at Work, unveiled a rebuilt Copilot on the official Microsoft blog. Chat, Cowork, Code and Autopilot now live in one app, and Word, Excel and PowerPoint open and edit right inside it. The number that matters is on the billing line: chat and the Office apps stay on a per-user license, while Cowork, Code and Autopilot move to usage-based Copilot Credits. This is not a UI refresh. Microsoft is redefining Copilot from an answer box into an operating system for work.

For 18 months the standard question about Copilot was whether anyone actually used it. Only at the July 29 FY26 Q4 earnings did Microsoft report more than 30 million paid Microsoft 365 Copilot seats. GeekWire set that against the 450 million-plus commercial seats Microsoft disclosed in January: roughly 7% penetration. Meanwhile Anthropic's Claude Cowork and OpenAI's agent products are chasing the same get-it-done budget. Why now: model prices keep falling, seat prices are hard to raise, and Microsoft needs revenue that scales with usage. Satya Nadella told customers to keep a private eval and be able to swap models, which ties model portability and metered billing into one pitch, with more detail promised at Ignite on November 17-20.

Rivals are on the same road. Google folded Gemini into Workspace Business plans in 2025. Anthropic's Claude Team standard seat costs US$20 a month billed annually and includes Claude Code and Cowork. OpenAI sells ChatGPT Business from two users. All three hold the floor with seat fees and grow revenue per user with agent usage. The category is consolidating: chat assistants, coding assistants and workflow automation, once separate markets, are collapsing into three tabs of one app. The same day, Bing was spotted testing a rename of its Copilot Search tab to AI Mode. The Copilot brand is retreating from the search box into the office.

Most small businesses run on Microsoft 365 Business, where Copilot Business is on promotion at US$18 per user per month through December 2026. The impact is not the seat price. It is that agent bills become hard to forecast, and that when a buyer asks Copilot which vendor fits, the answer increasingly comes from tenant data and plugins rather than your website. What Shipped, in Numbers

Per Microsoft Source EMEA, Techzine and Petri, the new Copilot has three parts:

  • Home: Chat for everyday questions, Cowork for delegated work such as RFPs, launch kits and financial close, with automatic routing between the two.
  • Code: built on GitHub Copilot technology so non-developers can describe apps, dashboards and automations in plain language. Apps run in a sandbox inside the tenant on the new Copilot Managed Runtime (public preview).
  • Autopilot: the always-on agent formerly called Scout, with its own identity, memory and workspace, mentionable in Teams and Outlook and able to keep working after you log off.
  • Grounding: Fabric IQ, Work IQ and a new Plugin Registry give agents access to company data and third-party plugins.

Home and Code roll out to the Frontier program over the coming weeks; Autopilot expands to private preview at month end. According to Microsoft Learn on Copilot Credits, Credits can be bought pay-as-you-go, through a pre-purchase plan or as prepaid capacity packs, with org-level and user-level spending caps. Stoneridge Software puts the pay-as-you-go reference rate at about US$0.01 per Credit.

Other figures worth keeping: Agent 365 registered nearly 40 million agents within two months of launch, and customers with 50,000-plus seats grew sevenfold year over year (UC Today, summarizing the earnings call). Winners are Microsoft and companies already deep in M365. Under pressure: point RPA tools, low-code builders and agencies that only build small internal forms.

  • Do not upgrade everyone. Pilot Copilot Business with three to five heavy Office users for a month.
  • Set per-user Credit caps and alerts in the admin center before enabling Cowork.

What They Won't Tell You

  • Budgets stop being predictable: prepaid Credit packs reset monthly with no rollover, and Autopilot keeps running when nobody is watching. A surprise bill is usually a governance miss, not a pricing trap.
  • 30 million seats is not 30 million users: it is paid seats at roughly 7% penetration, so 93% of commercial seats have not bought in. A new app is partly an adoption rescue.
  • Auto-routing can misfire: Techzine notes that letting the system pick Chat or Cowork sounds as error-prone as it is ambitious, and each misroute can burn Credits.

The No-Subscription Route for SMBs

  • Use Laravel queues and schedulers to call model APIs directly and pay per token for fixed workflows like quotes and reports, with transparent costs and hard caps.
  • Self-host the open-source workflow tool n8n to connect Gmail, Google Sheets and LINE, covering part of what Cowork delegates.
  • For open-web visibility, the free Bing Webmaster Tools and IndexNow come before any paid AI-visibility tracker.

Should a small business upgrade everyone to the new Copilot right now?

Will Copilot Code replace freelance developers?

It will take some simple internal forms and dashboards. But Code apps run in a sandbox inside the tenant and still need someone to own data sources, permissions, versioning and maintenance. Demand shifts from building small tools to integration, governance and takeover maintenance.

My Take

The consensus reading is that Copilot Code lets non-developers build their own apps, so small agency projects disappear. I think the opposite. Within 18 months, companies will be full of Copilot-built tools nobody maintains, and demand for integration, permissions, security and rewrites will grow, not shrink.

My second contrarian view is about GEO. Most people treat GEO as winning citations in ChatGPT or Google AI Mode on the open web. But B2B buying decisions increasingly happen inside the customer's Microsoft 365 tenant, where Copilot reads Work IQ and the Plugin Registry. For B2B vendors, the next GEO battleground is getting installed in the customer's plugin list, not earning one more web citation.
